2 G Spectrum scam is not a simple scam ,it is liike RAMAYAN, MAHABHARAT. because is not a one man show . it is a clandestine nexus..Mr Shourie is true that the top officials, secretaries had mislead them.only minister does not conducts his duties  without the aid of his subordinates.a cycle 's alone one wheel not moves smoothly like wise without secretaries minister is helpless.in other words ministers and secretaries are reciprocally dependent and independent on their business. indirectly  secretaries are more responsible than ministers. some times the minister becomes more intelligent so the secretaries play a vital role  and becomes CHAMCHA OF THE MINISTER AND SAY YES BOSS, BOSS IS RIGHT. so this scamwill be known as a epic of the Indian history.once the minister takes oath so all responsibilities goes to the shoulders of the minister.  only take the bribe is not the duty of the minister. after all you were the signing boss. so take the responsibility and face the consequences.
