if you want to catch the shadow so you should remain stable or unmovable,if you will try to catch the shadow in running way you will unable to catch and exhaust. do not say it is due to corruption or nexus of builders, politicians and officials.in my opinion it is a golden time of central and state governments to LEGALIZED THE CORRUPTIONS, BRIBES, NO-2 ,SCAMS AND ISSUE THE PERMITS WITH SPECIFIC FEES COMPULSORY, MANDATORY AND NOT OFFENSIVE.lives of INDIANS are very cheap. citizen will remain hunger but criminals have full right to entertain in all ways because they become the treasury of the govt to provide all facilities, for them human rights commission and safe guards are there. in this accident who is accused,how it happened, who were responsible and inquiry will set up and exgratia will be given and chapter will close. delayed justice is also injustice.accused will remain set free and later on case will be disposed off.
