being a govt officer of the M.P Govt i have controlled the pensioners purchase medicines and medical reimbursements bills successfully. during my tenure at BHOPAL no fake M .R BILLS were paid   and surrendered the pensioners'  budget.there are specific rules in central and state govts. it requires support OF GOD MEANS GENERATE, OPERATE AND DESTRUCTION=== BRAHMA, VISHNU,MAHESH== MINISTERS, SECRETARIES, DIRECTORS.THESE  SCAMS ARE CONDUCTED BY 4 PERSONS=== FIRST DOCTORS, SECOND HOSPITALS, PENSIONERS AND CHEMIST== CLANDESTINE NEXUS.now pensioner attends to the doctor, doctor prescribed the medicines in OPD ticket, those medicines are not available in the hospital, put the order to the chemist and chemist supply the medicines to the pensioner is a procedure. now question is how to control irregularities.first of all,  doctor prescribed  those medicines which are available in the stores of the hospitals. if available ,issue first from the hospital. if not, issue an order to the authorized medical store.then as per the order medicines supply to the hospital, stock entry, then supply the medicines to the pensioner. it is an ideal procedure.why medicines are supplied by the chemists. once the order is given by the hospital  so medicines should come  to the ordering authorities.second part is M R BILLS. same practice is requires, patient attends to the doctor with  the  O P D ticket, prescribed the medicines, available medicines should be provide to the patient first from the hospital in not available so purchase from the authorized medical stores and then he submitters the bills so they bills must be registered in M R  BILLS REGISTER. SO OPD NO IS MUST, ENTRY IN M R REGISTERS OF THE DOCTOR OR HOSPITAL, M R RECORDS MUST BE MAINTAINED IN THE CONCERNED EMPLOYEES DEPARTMENTS, PURCHASES AND SALE BILLS OF THE MEDICAL STORES MUST BE SCRUTINIZED. When some irregularities are found i  have lodged the complaint to the police and as well as to the department against the employee so forgery case is registered.counter signatures and second opinions are required. in this manner you can control the fakes and false bills. in this procedure supports of top pest competent authorities are needed. because these are the additional sources  of income. so it needs supports so success will be there.
