without cause nothing happens.if there is a smoke,fire is must.without fire no smoke will be.naxal problems are deep rooted.in true sense the funds of govts are looted by many many ways-as politicians,administrators,local gundas,merchants,the exchequer was wasted.it was used as water.frustration is the cause of naxalite.
