it is presumed that G O I is intoxicated and in hallucination state. it is not at present unable t handle the situations raised by ANNA .UNWANTED arrests indicate the incompetence of the  G O I.we know there are whole machines of the govt. all powers are there. still it is showing timidness and later on G O I IS NOT CAPABLE TO CONTROL THE SITUATIONS.
